PATROL
The Patrol Bureau provides 24-hour law enforcement coverage for the City of Kimball and serves as the primary point of contact between the community and the Kimball Police Department.
Patrol Officers are responsible for responding to calls for service, proactively patrolling the community, and addressing a wide range of public safety needs. In addition to responding to calls, Patrol Officers are responsible for:
- Conducting thorough investigations for calls they respond to, as permitted by call volume
- Performing routine patrols to deter criminal activity
- Enforcing state traffic laws and municipal ordinances
- Identifying and addressing hazardous or unsafe conditions
- Engaging with the public through education and positive community interaction
INVESTIGATIONS
The Kimball Police Department conducts criminal investigations using a team-based approach. As a small, full-service department, the officer who initially responds to a call and takes the report is often responsible for continuing the investigation through case completion.
Officers work collaboratively and support one another by contributing their individual areas of training and experience, ensuring cases are handled thoroughly and professionally.
Investigative training includes areas such as interviews and interrogations, crime scene processing, and evidence handling, as required by the nature of the case.
Person and Property Crimes
Crimes against persons and property—such as assaults, burglaries, and thefts—are typically investigated by the responding officer. When appropriate, officers collaborate to assist with follow-up, evidence processing, interviews, or specialized aspects of a case.
This approach allows for continuity, accountability, and efficient case management while maintaining high investigative standards.
Evidence Management
Evidence generated by the Kimball Police Department is documented, secured, and managed in accordance with department policy and applicable state standards. Evidence is submitted to appropriate forensic or partner agencies when required.
Narcotics / WING Task Force
The Kimball Police Department participates in the Western Nebraska Intelligence and Narcotics Group (WING) Drug Task Force. WING is a multi-agency task force made up of law enforcement agencies throughout the Nebraska Panhandle that work collaboratively to address illegal narcotics activity.
Participation in WING allows the Kimball Police Department to leverage regional resources and intelligence while taking a coordinated approach to combating the manufacture, distribution, and use of illegal narcotics. The City of Kimball receives partial funding through the task force to support officer participation in WING operations.
Animal Control
Animal control services within the City of Kimball are handled by the Kimball Police Department in accordance with city ordinances.
Officers respond to animal-related complaints, including animals running at large, animal welfare concerns, and reports of abuse or neglect.
To report an animal-related issue, please contact the Kimball Police Department using the non-emergency number.
Animals found running at large are in violation of city ordinance and may be impounded. Owners may be subject to applicable fines and are responsible for any associated impound or care fees.
Animals that are impounded and not claimed within the required time frame may be made available for adoption in accordance with applicable procedures. For information regarding impounded or adoptable animals, please contact the Kimball Police Department.
Code Enforcement
City ordinances establish minimum standards for property conditions to help maintain safe, healthy, and attractive neighborhoods within the City of Kimball. Just as homes and infrastructure require care over time, neighborhoods also rely on regular maintenance to prevent deterioration.
Properties that are not properly maintained can negatively impact surrounding residents by lowering property values, creating safety or health concerns, and increasing the likelihood of vandalism or criminal activity.
Code enforcement within the City of Kimball is handled by the Kimball Police Department. Officers are responsible for enforcing applicable city ordinances related to safety, sanitation, and public health.
Some of the more common code enforcement issues include:
Conditions visible from a public right-of-way that involve excessive debris, rubbish, discarded materials, or similar accumulations may constitute a violation of city ordinance. Items such as appliances, building materials, or junk may not be openly stored on property, as they can create nuisances and safety concerns.
Inoperable Vehicles and Vehicle Parts
Property owners or occupants may not store inoperable vehicles or vehicle parts outdoors unless they are kept within an enclosed structure. A vehicle may be considered inoperable if it lacks current registration, has flat tires, is missing major components, shows severe damage, or cannot be legally operated on a public roadway.
Tall Grass and Weeds
Property owners are responsible for maintaining grass and weeds on their property to prevent excessive growth that may pose health, safety, or nuisance concerns.
Enforcement Process
The Kimball Police Department works with residents and city partners to address code enforcement concerns and promote voluntary compliance whenever possible. When a violation is identified, notice is provided to the property owner or occupant, allowing reasonable time for the issue to be corrected.
If a violation is not resolved within the allotted time, the matter may be referred for further enforcement action in accordance with city ordinance. In some cases, the City may arrange for corrective action and recover the actual cost of abatement from the property owner, following appropriate legal procedures.
ATV Registrations
All all-terrain vehicles (ATVs) and utility-type vehicles operated within the corporate limits of the City of Kimball must be registered in accordance with City ordinance.
ATV registration is completed through the City Clerk’s Office. Upon registration, an identifying emblem will be issued and must be affixed to the ATV or utility-type vehicle as directed by the Chief of Police or their designee. The emblem must remain clearly visible and may not be obscured by mud, dirt, debris, or equipment.
ATV registration is valid for the calendar year in which it is issued and must be renewed annually.
